Introduction

Gender equality is one of the key challenges facing society today. Across the world, it manifests in many forms, including pay, employment opportunities and access to education.

Saudi Arabia’s Ministry of Culture has reached a new gender balance of 50 percent in the workplace with many female employees holding top positions.

Furthermore, Vision 2030 sought to “empower everyone, men and women. I am lucky to live in these supportive, inspiring and motivational circumstances, with men and women of my generation.”

Over the past two years, the ministry has been exploring new ways to empower Saudi women, not only by offering employment opportunities but also by providing skill development and professional training and ensuring equal opportunities without gender bias.

Since the launch of Vision 2030, women’s overall presence in the workplace has increased by 35 percent in the Kingdom with a 38 percent rise in the public sector and a 32 percent increase in private-sector jobs.

Qassim university is committed to gender equality among staff and students. This includes implementing policies that support well-being, such as the Student Pregnancy and Maternity Policy and the Trans Student Policy, creating a gender-based violence working group and taking part in Smart Stems to encourage women into STEM subjects.

Qassim university believes that the ways that the university applies equal opportunity across all levels of their workforces impacts the way that thousands of employees develop expectations of equal treatment and translate their experience to the outside world. QU also have a significant role to play as public advocates for social change, and gender equality is an area where universities would do well to develop a higher profile in advocating for change.

Diversity and inclusion strategies and policies are now standard components of Qassim university governance, and it have at least one senior staff member devoted to embedding diversity and inclusion in the life of the institution. QU starts to develop gender equality strategies, paying closer attention to the numbers of women in senior leadership roles, particularly in the academic workforce where the proportion of professors who are women is, on average, less than one third.

The General Directorate of Projects and Maintenance has carried out renovations to the faculties of female students of Qassim University in the city of Buraidah and the governorates of the region, where 95% of the required works were completed within two months from 20/9/1435 AH to 20/11/1435 AH and the remaining works are currently being completed.

His Excellency the Rector of the University, Prof. Dr. Khalid bin Abdulrahman Al-Hammoudi, pointed out that the University shows its interest in everything that would improve the environment of the faculties of girls and create all the appropriate atmosphere for the request of science, in order to achieve the aspirations of the wise leadership that is making high and precious efforts to support the march of higher education, and to meet the aspirations and hopes of the sons and daughters of the University, praising the efforts of the Vice Rectorate and Project Management in completing these works within a short period.

The Vice President of the University, Prof. Dr. Ibrahim bin Saleh Al-Omar, confirmed that the university has completed the first phase of the rehabilitation of the buildings of the girls' colleges of more than 50 buildings, offering his apologies to all the employees of the faculties, including deans, agents, employees, faculty members and students for the problems required by the rehabilitation work, especially in light of the short period allocated to him, He pointed out that the restoration work included the rehabilitation of toilets, electricity, floors, paints, awnings and air conditioning.

Dr. Al-Omar appreciated the interest, follow-up and support of His Excellency the Rector of the University, appreciating the efforts of the project management represented by its director, engineers and project contractors for their tremendous efforts and hard work to complete the work as hoped for in the specified period, noting the cooperation of other parties with the university, especially the Emirate of the region, governorates, secretariats and civil defense, stressing the completion of permanent buildings for girls' kiyat, which is expected to start handing over successively from next year.

For his part, the Director of the General Directorate of Projects and Maintenance, Eng. Sulaiman bin Saleh Al-Faridi, pointed out that the restoration work included:

  • Flooring works of external and internal tiles, interlock and parquet.

  • Works of borrowed ceilings for laboratories and office halls.

  • Works of external and internal paints and painting of doors.

  • Works of separators and gypsum.

  • Metal curtain works.

  • Sucrete works.

  • Electricity works of new connections and modifications in the distribution of panels and the addition of electrical transformers.

  • Restoration work of toilets complete from cracking, replacement and installation of laundries and ceilings and drainage works and water feeding and accessories required.

His Excellency the Rector of Qassim University, Prof. Dr. Khalid bin Abdulrahman Al-Hammoudi, also signed two contracts for classroom projects, in the presence of the Vice President of the University, Prof. Dr. Abdul Moneim bin Ibrahim Al-Abdul Moneim, the Director of the Procurement Department, Mr. Fahad Al-Suwail, and representatives of the companies and institutions on which the projects were anchored, which included the signing of a contract for the establishment of classrooms at the Faculty of Science and Arts in Al-Asyah Governorate for the amount of "14.202.510" riyals with Al-Harafiya Trading and Contracting Company for Contracting and the duration of its implementation is 10 months. The construction of classroom buildings at the Faculty of Medicine, Medical Sciences and Pharmacy for female students in Onaiza Governorate for the amount of "16,490,916.90" riyals with Emaar Al-Diaa Foundation and the duration of its implementation is 10 months.

For his part, the Rector of Qassim University stressed that these contracts come within the system of new projects of the university, which continues its efforts to complete its system by completing its branches spread in the region, appreciating the support of the wise leadership for the march of higher education and offering his thanks to His Excellency the Minister of Higher Education for his interest in advancing the wheel of Saudi universities in general and Qassim University in particular, appreciating the efforts of his colleagues in the Vice Rectorate and the concerned departments. His Excellency the Rector of Qassim University, Prof. Dr. Khalid bin Abdulrahman Al-Hammoudi, said on the occasion of the issuance of the general budget of the State for the fiscal year 1435-1436 AH: We thank Allah the Almighty for the blessing of security, faith and stability bestowed on our dear country Saudi Arabia, and then what God has bestowed upon us from the grace of well-being, the abundance of goods and the continuation of economic growth under the government of the Custodian of the Two Holy Mosques with the financial, economic, security and political problems that the world suffers from. Global economic data showed progress for the Saudi economy in terms of performance in the G-20 in recent years.

One of the signs of the development of the performance of the Saudi economy is the contents of the Kingdom's estimated budget data for the fiscal year 1435-1436 AH, which was issued by royal decrees recently and the accompanying clarifications in the statement of the Ministry of Finance, which indicated surpluses in the balance of payments with a decrease in public debt. This includes the Saudi economy achieving an actual surplus for the current fiscal year 1434-1435 AH amounting to 206 billion riyals, in light of a significant increase in actual revenues from the estimated budget by 36%. In the budget for the next fiscal year 1435-1436 AH, it is noted that it will continue to support the completion of infrastructure, promote sustainable development, improve government services and increase employment opportunities for Saudi citizens. Support for the public and higher education sector and manpower training continued to be focused, with SR 210 million allocated to this sector by 25% of the budgeted expenditures and up to 3% growth from what was allocated in the budget for the fiscal year 1434-1435H. His Excellency added: Qassim University had a large share in this year's budget, where it was allocated an amount of 2,565,440,000 riyals, an increase of more than 9% from what was allocated for the current fiscal year. The University has benefited from the appropriations of the current fiscal year 1434-1435 AH in completing the infrastructure of the university city and college buildings in the governorates with a focus on implementing the directives of the Custodian of the Two Holy Mosques in improving girls' colleges and speeding up the construction of additional urgent buildings to accommodate the increasing numbers of female students.

This trend will be completed hopefully in the budget of the next fiscal year to provide a suitable learning environment for male and female students while continuing to develop the workforce and improve the educational process to achieve the strategy of Qassim University in creating a suitable learning environment in light of continuous sustainable development with the community of the region.

The University, represented by the Vice Rectorate for Female Student Affairs, intends to organize a conference to support the role of Saudi women in achieving Vision 2030 socially, politically and economically, under the title "Saudi Women and Leading Change. This conference comes out of the University's keenness to show the leading role of women in the Kingdom of Saudi Arabia, through its research and scientific papers, based on the interest of the Islamic religion in women and their rights in all areas of life, and in light of the great care that the Kingdom attaches to women and their affairs, and the doors of leadership provided to them to highlight their successes in various fields.

The conference discusses three axes; the first axis deals with Saudi women and decision-making, through Saudi women and the concept of empowerment, women in leadership positions, psychological and social balance of women and its impact on their leadership role, the second axis deals with Saudi women and the economy, through economic opportunities for women under Vision 2030, Saudi women's initiatives and their impact on investment competition, and the successes and achievements of women, and the third axis deals with the media and Saudi women, and discusses the role of the media in highlighting the status of women To achieve Vision 2030, the role of the media in supporting Saudi women's issues, in addition to the mental image reflected by the media about Saudi women.

The Scientific Committee of the Conference also announced the rules of participation, namely: that the researcher submit a brief curriculum vitae, and that the research should be within the themes of the conference, while adhering to the controls of scientific research, and that the research should not be published or submitted for publication, and the research should not be less than (20) pages and not more than (35) pages, with the adoption of a font (Arabic Traditional) size (16) for the research submitted in WORD format.

As part of its contribution to solving many of the obstacles faced by women in order to learn to drive, the university continues to carry out construction work to establish a driving school for women within the university city of Al-Meida, within the framework of the plan set and the specified timings, where the design was completed, the introduction of a brochure of the conditions and specifications of construction, and the design of training fields to mimic the best international practices to qualify female driving trainees.

His Excellency Prof. Dr. Abdulrahman bin Hamad Al-Daoud, Rector of Qassim University, directed the establishment of a university-owned institution that establishes, operates and manages a driving school for women, following the signing of an agreement between the university and the Kingdom's Traffic Department to establish the school.

This step comes within the University's efforts to achieve the fourth strategic goal, which is to serve issues related to women and the family, because of its positive social and economic results, especially since this service will contribute to achieving ease of movement and mobility for women, to reach their work or place of education.

The General Supervisor of the Establishment of the Driving School, Dr. Majid Al-Anzi, confirmed that the agreement with the Traffic Department provided for the establishment of the school and its operation within 6 months, where work is under way to establish the building with a total area of 1800 meters, and the designs of the training fields, which are estimated at about 30,000 square meters and contain 18 traffic skills, have been completed.

Al-Enazi pointed out that the school will be provided with the best driving simulators dedicated to simulating the traffic driving experience, where simulation lessons will be provided using a device that simulates the driving of the real car, and consists of all the parts that make up it inside the car such as the driver's seat, steering wheel, control panel, power key, and seat belt and surrounds the passenger with screens that display interactive virtual reality that simulates a large number of scenarios that the driver may be exposed to under conditions Different air and geography and the device gives its instructions to the passenger interactively and shows the commander the mistakes he has made.

Al-Enazi added that the location of the school was chosen to be on campus in order to take advantage of the internal roads of the campus and use them in the future to train trainees in a safe environment, as the university intends to attract certified driving trainers from official bodies to practice the activity in order to provide the best services to the trainees, where the university emphasizes its keenness to apply the best international specifications for driving schools and provide distinctive and accredited training programs.

The Vice President of Qassim University for Educational Affairs, Prof. Dr. Ali bin Mohammed Al-Khalaf Al-Saif, stressed that the family education centers are considered a fruitful tree and we began to reap its fruits, this came after the opening of the two centers of family education in the faculties of Sharia and Islamic Studies and the Faculty of Arabic Language and Social Studies "for girls", stressing that they come as an extension of the community partnership between the university and the association of the association "Family".

He pointed out that the decision to grant women the right to drive will reflect positively on society economically and socially and that the lofty decision and the expected positives of allowing them to do so in accordance with the application of the necessary Sharia controls and adherence to them, where it is no secret to one of the negatives seen in the abundance of drivers of the Kingdom, and the suffering of women in their movements between home and work and access to hospitals and universities.

The Acting Dean of the Center for University Studies for Female Students, Dr. Awatif Al-Saif, also thanked and appreciated the sponsor of the ceremony, Princess Abeer Al-Mandeel, for honoring the graduation ceremony of the twelfth batch of graduates of Buraidah Colleges and the Colleges of the Center for University Studies for Female Students, expressing her happiness with the contribution of the ceremony committees in drawing a smile and joy in the hearts of all, congratulating the graduates who have reaped the fruit of years of diligence and diligence blessing to the families of the graduates this joy.

She pointed out in her speech that the number of female graduates in the summer semester (343) and the first semester (351) to 2025 graduates and students expected to graduate to 3308 for a total of 5333 graduates as the university celebrated the graduation of the first batch of the Faculty of Medical Rehabilitation "Department of Female Students" specializing in physiotherapy and the first batch of the Faculty of Aqla Al-Saqour specialized in "Arabic Language and Quranic Studies" and the number of graduate graduates reached 42 graduates of master's degree.
